Section 1 - Conflict Minerals Disclosure
Item 1.01 Conflict Minerals Disclosure and Report
Conflict Minerals are defined by the Security and Exchange Commission (“SEC”) as cassiterite, columbite-tantalite (coltan), wolframite and gold, and their derivatives, which are limited to tin, tantalum and tungsten (collectively “3TG”). Roper Technologies, Inc. (“Roper”, the “Company”, “we”, “our” or “us”) evaluated its product lines and determined that certain products we manufacture contain 3TG necessary to the functionality or production of those products.
Company level surveys were initiated with affected direct suppliers providing parts and materials for products we manufactured or contracted to manufacture during the 2018 reporting period to begin the reasonable country of origin inquiry (“RCOI”). The Responsible Minerals Initiative’s (“RMI”) Conflict Minerals Reporting Template was utilized as the basis for the RCOI.
Based on the RCOI, we determined that a portion of the 3TG reported by our affected direct suppliers originated, or may have originated, from the Democratic Republic of the Congo or an adjoining country, may not be from recycled or scrap sources, and that a portion of them have unknown origins. Therefore, we were required to exercise due diligence on the 3TG source and chain of custody following a nationally or internationally recognized due diligence framework. These details are provided in our Conflict Minerals Report, a copy of which is filed as Exhibit 1.01 hereto and incorporated herein by reference.

Conflict Minerals Report
For the Year Ended December 31, 2018
This report for the year ended December 31, 2018 is presented to comply with Rule 13p-1 under the Securities Exchange Act of 1934 (“Exchange Act”).
I. OUR BUSINESS
Roper Technologies, Inc. (“Roper,” the “Company,” “we,” “our” or “us”) is a diversified technology company. We operate businesses that design and develop software (both license and software-as-a-service) and engineered products and solutions for a variety of niche end markets.
Our Products
Following is a description of products we manufacture or contract to manufacture which may contain necessary conflict minerals.
Comprehensive Application Management Software - We provide 1) enterprise software and information solutions for government contractors, professional services firms and other project-based businesses, 2) comprehensive management software solutions for law and other professional services firms, including business development, calendar/docket matter management, time and billing and case management, and 3) financial and compliance management software and solutions to large complex companies in asset-intensive industries.
Software-as-a-Service - We maintain electronic marketplaces that connect 1) available capacity of trucking units with the available loads of freight to be moved from location to location throughout North America, 2) food suppliers, distributors and vendors, primarily in the perishable food sector and 3) construction industry professionals.
Card Systems/Integrated Security Solutions - We provide software, card systems and integrated security solutions primarily to education and health care markets. We also provide an integrated nutrition management solution used by food service customers.
Toll and Traffic Systems - We manufacture and sell toll tags and monitoring systems as well as provide transaction and violation processing services for toll and traffic systems to both governmental and private sector entities. In addition, we provide intelligent traffic systems that assist customers in improving traffic flow and infrastructure utilization.
RFID Card Readers - We design, develop and manufacture RFID card readers that support most smart cards worldwide. The readers are used in numerous applications and original equipment manufacturers (“OEMs”) solutions including secure printing and single sign-on across several vertical markets including healthcare, manufacturing and government.
Metering and Remote Monitoring - We manufacture and sell meter reading, data logging and pressure control products for use primarily in water and gas applications. We also provide network monitoring, leakage reduction and pressure control services in water and gas distribution networks.
Medical Products and Software - We provide diagnostic and laboratory software solutions to healthcare providers and services and technologies to support the diverse and complex needs of alternate site health care providers who deliver services outside of an acute care hospital setting. We provide a cloud-based financial analytics and performance software platform to healthcare providers. We also manufacture and sell patient positioning devices and related software for use in radiation oncology and 3-D measurement technology in computer-assisted surgery, and we supply diagnostic and therapeutic disposable products used in ultrasound imaging for minimally invasive medical procedures. We design and manufacture a non-invasive instrument for portable ultrasound bladder volume measurement and a video laryngoscope designed to enable rapid intubation in difficult situations.
Digital Imaging Products and Software - We manufacture and sell extremely sensitive, high-performance electron filters, charged couple device and complementary metal oxide semiconductor cameras, detectors and related software for a variety of scientific and industrial uses, which require high resolution and/or high speed digital video, including electron microscopy and spectroscopy applications. We sell these products for use within academic, government research, semiconductor, security and other end-user markets such as biological and material science. They are frequently incorporated into products by OEMs.
Water Meter and Automatic Meter Reading Products and Systems - We manufacture and distribute water meter products serving the residential, commercial and industrial water management markets, and several lines of automatic meter reading products and systems serving these markets.
Fluid Handling Pumps - We manufacture and sell a wide variety of pumps. These pumps vary significantly in complexity and in pumping method employed, which allows for the movement and application of a diverse range of low and high viscosity liquids, high solids content slurries and chemicals. Our pumps are used in end markets such as oil and gas, agricultural, water and wastewater, chemical and general industrial.
Materials Analysis Equipment and Consumables - We manufacture and sell equipment and supply consumables necessary to prepare material samples for testing and analysis. These products are used mostly within the material science, steel, automotive, electronics, mining and research end-user markets.
Control Systems - We manufacture control systems and provide related engineering and commissioning services for turbomachinery applications, primarily in energy markets.
Fluid Properties Testing Equipment - We manufacture and sell test equipment to determine physical and elemental properties, such as sulfur and nitrogen content, flash point, viscosity, freeze point and distillation range of liquids and gases primarily for the petroleum industry.
Sensors, Controls and Valves - We manufacture sensors and control equipment including pressure sensors, temperature sensors, measurement instruments and control software for global rubber, plastics and process industries. We also manufacture and distribute valves, sensors, switches and control products used on engines, compressors, turbines and other powered equipment for the oil and gas, pipeline, power generation, marine engine and general industrial markets. Many of these products are designed for use in hazardous environments.
Non-destructive Inspection and Measurement Instrumentation - We manufacture non-destructive inspection and measurement solutions including measurement probes, robotics, vibration sensors, switches and transmitters. These solutions are applied principally in nuclear energy markets. Many of these products are designed for use in hazardous environments.
II. REASONABLE COUNTRY OF ORIGIN INQUIRY (“RCOI”)
Roper conducted a reasonable country of origin inquiry (“RCOI”) in good faith to determine whether any tin, tantalum, tungsten or gold (collectively, “3TG”) in its products originated from the Democratic Republic of the Congo or an adjoining country (collectively, “Covered Counties”). Based on its RCOI, Roper believes certain products contain 3TGs that may have originated from the Covered Countries and, therefore, performed additional due diligence on the source and chain of custody of the 3TGs in question.
RCOI Design and Implementation
Our RCOI has been designed to conform in all material respects with the internationally recognized due diligence framework of the Organisation for Economic Co-operation and Development (“OECD”) Due Diligence Guidance for Responsible Supply Chains of Minerals from Conflict-Affected and High-Risk Areas (“OECD Guidance”) as applicable for 3TG and downstream companies.
OECD Step 1 - Establish strong company management systems
Roper Policies - Roper has adopted and communicated company-wide policies relating to responsible sourcing and supplier practices. Our Conflict Minerals Policy, Supplier Code of Conduct, and Purchase Order Terms and Conditions are publicly available on our website, www.ropertech.com. The Conflict Minerals Policy specifically requires suppliers to adopt and implement policies, due diligence frameworks and management systems, consistent with the OECD Guidance.
Internal Management Structure - Roper maintains an internal team to manage due diligence efforts for the conflict minerals program. The team is comprised of engineering, supply chain, and procurement personnel from our affected operating businesses and supported by legal. The team is led by a program manager reporting directly to Roper’s Chief Compliance Officer. Program effectiveness and due diligence are reported to Roper’s Executive Vice President, General Counsel and Secretary.
We supplement internal resources with a third-party service provider to assist with evaluating supply chain information regarding 3TGs, identifying potential risks, and the development and implementation of additional due diligence steps to undertake with suppliers in regard to conflict minerals.
Supply Chain Controls, Transparency and Traceability - The OECD Guidance specifies the requirements for compliance to reflect a company’s position in the supply chain. In particular, the OECD Guidance states that the implementation of due diligence be tailored to a company’s activities and relationships and that the nature and extent of due diligence may vary based on a company’s size, products, relationships with suppliers and other factors. Due to practical difficulties associated with supply chain complexities, the OECD Guidance advises that downstream companies exercise due diligence primarily by establishing controls over their immediate suppliers. Accordingly, we rely on our direct suppliers to provide information with respect to the origin of the conflict minerals contained in the components and materials supplied to us. Roper’s Conflict Minerals Policy, Supplier Code of Conduct, and Purchase Order Terms and Conditions include a provision for conflict minerals and due diligence requirements. These policies apply to all direct suppliers and outline required behaviors and practices.
We enhance our leverage by contributing to industry efforts to address conflict minerals through our membership and involvement in the Responsible Business Alliance’s Responsible Minerals Initiative (“RMI”) and utilize RMI’s Conflict Minerals Reporting Template (“CMRT”) to engage and request information from our direct suppliers regarding their supply chain due diligence practices and identification of upstream actors. The information submitted by our suppliers includes information about the smelters and refiners identified in their own supply chains. Documentation is maintained for a minimum of five years.
Supplier Engagement - Roper requires compliance with our Conflict Minerals Policy, Supplier Code of Conduct, and terms and conditions of our purchase orders and purchase agreements, as well as surveys and due diligence activities to identify upstream smelters and refineries. We further communicate these expectations to our suppliers through our annual survey process.
We utilize a third-party SaaS platform for our annual surveys that enables us to complete and track supplier communications as well as allow our suppliers to upload completed CMRTs directly to the platform for assessment and management. A link to training resources is included to guide suppliers on best practices and the use of the CMRT.
Grievance Mechanism - Roper maintains an internal grievance mechanism that enables anonymous reporting of concerns. This hotline is described in our Business Code of Ethics and Standards of Conduct. The RMI maintains an external Grievance and Complaints Mechanism for use by smelters, refineries, and other external stakeholders regarding the initiative itself, the audit program and protocols, related smelter and refinery operations, audit quality and auditor competencies, mineral supply chains and upstream and downstream initiatives.
OECD Step 2 - Identify and assess risk in the supply chain
Roper operating businesses identify their direct suppliers that furnish products, parts, or components that are likely to contain 3TG. These suppliers are then included in the annual survey and educational outreach.
Our third-party survey tool requests CMRTs to confirm any 3TG, identify related smelters and refineries, and gather due diligence information on our supply chain. These suppliers are requested to obtain that same information from their suppliers continuing back through multiple tiers of the supply chain to the smelter and refiner.
Multiple automatic reminders are sent to nonresponsive suppliers throughout the survey period. The survey tool includes automated data validation on all CMRTs submitted. The goal of data validation is to increase the accuracy of submissions and identify any contradictory answers in the CMRT. All submitted forms are classified as valid or invalid. Suppliers with invalid CMRTs are contacted to provide guidance on how to correct validation errors and encouraged to resubmit.
The 3TG smelters and refineries identified in the survey are compared against the RMI Compliant Active Smelter Lists, the London Bullion Market Association Responsible Gold Refiner List, and the Responsible Jewelry Council Chain-of-Custody List of Certified Entities. Roper may also use publicly available information or reports obtained from our third-party service providers if available.
III. DUE DILIGENCE MEASURES
Due Diligence Design
Roper’s due diligence measures, like our RCOI measures, have been designed to conform in all material respects with the framework in the OECD Guidance, as applicable for 3TG and downstream companies. Our RCOI design includes OECD Steps one and two, whereas, our Due Diligence design completes the five-step framework with OECD Steps three, four and five.
Due Diligence Performed
Our due diligence measures performed are described below according to the relative OECD Guidance Steps.
OECD Step 3 - Design and implement a strategy to respond to identified risks
Roper continued its membership and participation in the RMI for 2018 due to our position in the supply chain and limited insight in and leverage over the supply chain. We utilize the Due Diligence Practices Team and knowledge of the Responsible Minerals Assurance Process to help us support and stay informed of recommended strategies for mitigation and response to risks in the minerals supply chain.
Our operating businesses with risk-flagged suppliers, or smelters and refineries, are provided guidance and instructions on how to communicate with those suppliers to mitigate or eliminate the associated risk. Escalated supplier responses are evaluated on a case-by-case basis by the program manager with the respective business. Roper has designed and implemented a strategy to respond to identified risks at the operating business level ranging from continued procurement to disengagement. The program manager reports risk assessment progress and findings to executive management.
OECD Step 4 - Carry out independent third-party audits of smelter/refiner’s due diligence at identified points in the supply chain
Due to our downstream position in the supply chain, we support an industry initiative that audits smelters’ and refiners’ due diligence activities. That industry initiative is the RMI. The data on which we relied for certain statements in this declaration was obtained through publicly available and RMI member-only audit information and RCOI/country of origin (“COO”) report.
OECD Step 5 - Report of supply chain due diligence
As required under Section 13(p) of the Exchange Act, Roper reports annually by filing a Form SD, which includes this Conflict Minerals Report. The filing is made public on Roper’s website, www.ropertech.com, once that filing has occurred.
An independent private sector audit of our Conflict Minerals Report is not required [because Roper does not voluntarily label its products as being “DRC conflict free” as that term is defined in Form SD.]
IV. DUE DILIGENCE RESULTS
Processing Facilities
Company level supplier responses to our annual survey identified 322 recognized smelter and refinery processing facilities. We are not able to identify which smelters or refiners processed the 3TGs contained in our products since the CMRTs received were declared on a company or division level basis rather than on a product-level basis. This means that suppliers provided information on their entire product line containing 3TG, not just the products furnished to our operating businesses.

V. CONCLUSION
Based on our due diligence, we found with respect to our products identified above, the information we gathered failed to provide clarity with respect to the origin and chain of custody of the conflict minerals contained in the products, nor did the data reveal whether or not the conflict minerals contained in the products directly or indirectly financed conflict in the Covered Countries.
Steps to Improve Risk Mitigation
Since the period covered by this Conflict Minerals Report, we continue to mitigate risk and improve our overall due diligence as follows:

- | continue our membership in the RMI, participation in working groups, and support of the RMAP industry initiative to support responsible supply chains. |
